Early Life and Education

Tshililo Michael Masutha was born on November 18, 1965, in Vladezia, a rural settlement in Limpopo Province. After years of running the country’s political affairs, he is now an advocate.

Michael Masutha graduated from the Siloe School for the Blind in 1984. He was born with a visual disability. He uses Braille and large print to read.

He earned a BJuris degree from the University of the North (1985-1988) and an LLB from the University of Witwatersrand (1989).

Political Career

Michael Masutha was a member of the movements for disabled students at university, advocating for appropriate support and challenging the apartheid regime’s treatment of the blind and other disabled people.

He was a founding member of the Northern Transvaal Association of the Blind in 1986. From 1989 to 1996, he served on the Executive Committee of the National Council for the Blind, where he advocated for the repeal of discriminatory laws against blind people, particularly in protective employment.

He was a co-founder of the Southern African Federation’s Equileg Programme. He was elected as a Member of Parliament for the African National Congress in 1999.

Michael Masutha is a member of the African National Congress (ANC) and a member of Disabled People of South Africa (DPSA).

He served as Deputy Minister of Science and Technology for a year, from July 2013 to May 2014.

Michael Masutha was appointed Head of Legal Services in the Department of Social Development in 1996, specializing in Children’s Rights and Social Security Law.
